Siaya Governor James Orengo and his Deputy William Oduol have called on the Independent Policing Oversight Authority (IPOA) to immediately investigate a shooting incident that disrupted a public gathering in the county, demanding accountability for officers involved.
Speaking during a joint press briefing on Today, the two county leaders urged the police watchdog to conduct an independent, transparent and speedy investigation to establish the circumstances that led to the use of live ammunition during the incident.
Orengo and Oduol said the inquiry should identify the officers who discharged their firearms, determine who authorised the operation and establish whether police actions complied with the law and established operational procedures.
The leaders insisted that any officer found to have used excessive or unlawful force should be disarmed, suspended from active duty and prosecuted.
They further argued that law enforcement officers must be held individually accountable for any actions that violate the rights of citizens, stressing that public confidence in security agencies depends on transparency and adherence to the rule of law.
Governor Orengo condemned what he described as the increasing politicisation of security operations, alleging that armed police officers were being deployed to influence political activities and intimidate opponents.
He warned that the use of security agencies in political contests risks escalating tensions and undermining democratic freedoms guaranteed under the Constitution.
Deputy Governor Oduol echoed the governor’s sentiments, calling for professionalism among security agencies and urging investigators to ensure that justice is served without fear or favour.
The two leaders maintained that IPOA, as the country’s independent police oversight body, has a constitutional responsibility to investigate allegations of police misconduct and recommend appropriate legal action where evidence of wrongdoing exists.
They also appealed to residents to remain calm and cooperate with investigators by providing any information or evidence that could assist in establishing the facts surrounding the incident.
The leaders said a credible investigation would not only deliver justice to those affected but also reinforce public trust in the country’s policing institutions and accountability mechanisms.
