The Taita Taveta County Government has joined other counties in adopting a digital human resource management system aimed at improving transparency, efficiency and accountability in the public service.
Under the Kenya Devolution Support Programme II (KDSP II), all 47 county governments across the country are transitioning from manual processes to the HRISKe platform.
The Human Resource Information System Kenya (HRISKe) is designed to simplify human resource management in county governments by creating a single, secure digital identification system for every public servant.
Under the new system, officials say the rule is simple: “If you are not in the system, you are not on the payroll.”
Improving Transparency in County Employment
County officials say the new platform will significantly improve accountability in public service management.
One of the key benefits of the system is the elimination of “ghost workers”, a problem that has previously affected several government institutions. By linking human resource records directly to payroll systems, HRISKe ensures that only verified employees receive salaries.
The system also introduces automated integrity controls, meaning that promotions, salary adjustments and job title changes must be formally approved and recorded through the digital platform before they take effect.
Supporting Data-Driven Decision Making
The platform is also expected to strengthen planning and workforce management by providing leaders with accurate data on employees.
Through the system, county leadership will be able to track where staff are deployed and what professional skills they possess, making it easier to allocate resources and improve service delivery.

Officials say the broader goal of the system is to automate and centralise human resource management across the public sector, ensuring better efficiency and accountability in county governments.
By improving staff management and eliminating payroll irregularities, the system is expected to help county governments deliver better services to citizens while ensuring value for public funds.
