Chelsea FC have been fined £10.75 million by the Premier League and handed a suspended one-year ban on signing first-team players following breaches of league regulations during the ownership era of Roman Abramovich.

The sanctions relate to historical violations involving financial reporting, third-party investment and youth development rules, according to findings by an independent commission.

Investigations revealed that the club failed to disclose certain payments made to agents in several player transfers conducted between 2009 and 2022.

Chelsea’s current ownership, led by Todd Boehly and Clearlake Capital, reportedly self-reported the irregularities shortly after taking control of the club in 2022, a move that authorities considered when determining the penalties.

Alongside the fine, the club has also been handed a nine-month ban on academy transfers, while the first-team transfer ban has been suspended for two years. This means the restriction will only be enforced if Chelsea commit further rule breaches during that period.

A statement from the Premier League confirmed that the sanctions relate to multiple breaches connected to financial disclosures, third-party involvement in transfers and youth recruitment regulations.

The announcement comes at a crucial moment for the club as Chelsea prepare for a key UEFA Champions League Round of 16 second-leg match against Paris Saint-Germain at Stamford Bridge. Head coach Liam Rosenior is expected to address the media ahead of the fixture as the team attempts to overturn a 5–2 deficit from the first leg.

Despite the disciplinary action, the club has also had some recent success after Chelsea Women secured the Women’s League Cup title with a 2–0 victory over Manchester United Women in the final.

Chelsea now have 14 days to decide whether to appeal the ruling, as attention turns to how the decision could affect the club’s transfer plans and long-term strategy under the current ownership
