Cabinet Secretary for Health Aden Duale has led the signing of the Ministry’s Performance Contracts for the 2025/2026 Financial Year (July 1, 2025 – June 30, 2026), reaffirming the Government’s commitment to accountability, effective service delivery and measurable results in the health sector.
The signing followed a review of Ministerial Performance Contracts conducted in July 2025. In line with national Performance Contracting Guidelines, the Ministry aligned its targets with Kenya’s development priorities, ensuring responsibilities are clearly assigned across Directorates, Departments, Divisions and Units for effective monitoring at every level.
Speaking during the event, Hon. Duale emphasized responsible leadership, prudent use of public resources and a results-driven approach to policy implementation.
“Policies must translate into action and tangible outcomes that directly benefit citizens,” he said, underscoring the Ministry’s constitutional obligation to uphold transparency, accountability and integrity.
The CS noted that health remains a key pillar of the 5th Administration’s Bottom-Up Economic Transformation Agenda (BETA), stating that a strong health system supports economic growth, social stability and protection of human dignity.
He highlighted progress in health financing reforms, digital health systems, expanded benefits coverage, strengthened community health services and improved access to specialised care under the Ministry of Health.
Hon. Duale commended Principal Secretaries and senior management for steering reforms with dedication and integrity, while calling for stronger financial discipline, faster reform implementation, improved transparency and enhanced service standards.
He also stressed the importance of closer collaboration between the National and County Governments to ensure seamless service delivery.
The Cabinet Secretary expressed confidence that the new performance period will focus on discipline, innovation and ethical leadership, anchored on achieving Universal Health Coverage (UHC) and building a more equitable and sustainable health system for all Kenyans.
