DIGITAL REVENUE SYSTEM POWERS KIAMBU’S MULTI-BILLION DEVELOPMENT EXPANSION

Kiambu Governor Kimani Wamatangi has attributed the county’s sharp rise in development spending to improved revenue collection systems that have significantly boosted own-source revenue (OSR).

Speaking during the Kiambu Own Source Revenue Conference, Wamatangi said the county’s annual development budget has grown from less than Sh800 million to more than Sh4.5 billion following reforms aimed at sealing revenue leakages and improving accountability.

The governor credited the turnaround to the implementation of a new Enterprise Resource Planning (ERP) system that automated revenue collection and reduced dependence on manual processes.

According to Wamatangi, the transition to digital payments helped eliminate corruption loopholes that previously undermined revenue collection.

He noted that Kiambu’s annual OSR has increased from a maximum of Sh2.9 billion inherited from previous administrations to Sh5.45 billion without introducing new taxes or additional business levies.

The county government is now targeting between Sh6.5 billion and Sh7.5 billion in OSR collection in the next financial year.

The increased revenue has enabled the county to expand development projects across key sectors, including education, healthcare and agriculture.

Wamatangi said the county has completed 312 Early Childhood Development Education (ECDE) centres and introduced a feeding programme benefiting approximately 39,000 learners.

Annual bursary allocations have also risen from Sh100 million to Sh750 million to support students from vulnerable families.

In the health sector, the county has embarked on the construction and upgrading of 32 hospital facilities to improve access to healthcare services.

The governor further highlighted agricultural support programmes targeting more than 700,000 farmers through subsidized farm inputs and poultry-rearing initiatives aimed at empowering women.

Defending his administration’s fiscal discipline, Wamatangi said the county has minimized unnecessary expenditure, adding that he has not undertaken any foreign benchmarking trips since taking office.

He said the administration instead relies on virtual communication platforms to save public funds while maintaining operational efficiency.
