President William Ruto: Prison Reforms Are Deliberate and Comprehensive

President William Ruto has reaffirmed the government’s commitment to deep and sustained reforms within the Kenya Prisons Service, saying the changes are aimed at building a professional, motivated, and humane correctional system.

Speaking during the 46th Kenya Prisons Service Pass-Out Parade at the Prisons Staff Training College in Ruiru, Kiambu County, the President said the reforms focus on officer welfare, housing, and improved healthcare for inmates.

“Our reforms at the Kenya Prisons Service are deliberate and comprehensive, focusing on building a professional and well-motivated correctional service,” President Ruto said.

He revealed that the government has raised salaries for prison officers at entry level by 36 per cent, and by 24 per cent at the maximum scale since 2024. The increments were implemented under Phases I and II following recommendations by the Maraga Taskforce appointed by the President.

President Ruto further announced that Phase III of the salary review will take effect on July 1, 2026, completing the structured pay enhancement programme.

To address long-standing housing challenges, the President said the government is constructing 28,000 institutional housing units for prison officers, with 30 per cent of the units already under construction across the country.

On healthcare, President Ruto noted significant progress in improving medical services for inmates. He said 56 per cent of prisoners have been registered under the Social Health Authority, expanding access to medical cover.

This effort, he added, is being reinforced by the Wanini Kireri Magereza Level IV Hospital, which has significantly boosted healthcare delivery within the prison system.

The President praised prison officers for their dedication and urged them to uphold professionalism and discipline as the reforms continue to reshape the correctional service.
